Greetings on the Occasion of the Local Self-Government Day
The Verkhovna Rada Committee on State Building and Local Self-Government congratulates the workers and officials on the Local Self-Government Day.
This holiday has been celebrated on 7 December since 1990 when the Parliament legislatively restored the state instrument of the local self-government that is one of the democracy bases in Ukraine.
Education, health protection, culture and sport, social aid, ecological programs, communal services, social-economic development spheres need everyday attention of the village, cities and town mayors, deputies personnel of the local councils and local self-government officers. First of all it is your efforts and devoted work that restrain crisis phenomena and provide necessary conditions for the solving complicated situation in the regions
We understand complicity of today´s problems in local self-government: lack of finance resources, imperfection of the relevant budget and taxation legislation, the issues on administrative-territorial subdivision being not solved and regulated, ambiguity in numerous normative acts etc.
Settlement of these problems needs further development of the second stage of the state-legal program of reformation concerning the introduction of the amendments to the Constitution of Ukraine basing on the democracy and power decentralization.
The Verkhovna Rada Committee on State Building and Local Self-Government ascertains that would provide the implementation of the plans on the power decentralization, development and strengthening of the local self-government in Ukraine.
